INTRODUCTION The International Catholic Union of Social Service (UCISS) was originally founded in Milan in 1925 and established its headquarters in Brussels, where he found support also in funding for international organizations for scientific purposes, under Belgian law. It was eventually dissolved in 1998. In the first decade of its development has been very rapid and favored the creation of many schools of social work, especially in Latin America. Article 1 - Name
The UCISS - INTERNATIONAL UNION OF CATHOLIC SOCIAL SERVICES - MADELEINE DELBREL is un'Associazione internazionale privata di fedeli regolata dalle norme del Codice di Diritto Canonico (Cann. 298-311 e 321-329) e dal presente Statuto.
L’Associazione si impegna a collaborare in modo regolare con la Segreteria di Stato per quanto concerne la presenza e l’attività presso le Organizzazioni Internazionali, è soggetta alla vigilanza del Pontificio Consiglio per i Laici (cfr CIC can. 305.1) e intrattiene contatti regolari con il Pontificio Consiglio Cor Unum, Dicastero della Santa Sede per la promozione umana e cristiana.
L’UCISS intende riprendere gli scopi e le attività della Unione Cattolica Internazionale di Servizio Sociale fondata nel 1925 e cessata nel 1998, attualizzandole alla luce delle normative vigenti and socio-cultural evolution of the social professions, especially the profession of social assistance. 3 - Purpose and mode of action
UCISS The aims of:
1. To promote and disseminate the Christian understanding of Social Service in the light of the social teachings of the Church and her Magisterium.
2. He collaborates in the training of Christian social workers and others because its members participate in the mission of the Church with their specific contribution.
3. To promote the Christian witness of social workers in their places of study and work.
4. To undertake all the studies and research on doctrinal issues, scientific and professional in the social services and social welfare.
5. Support all the development efforts of all institutions whose goal is social action, especially the educational institutions of social workers.
6. Be a place for the development of anthropological and ethical standards of excellence for social action, as well as exchange between the institutions and people working in various fields of social services with particular reference to the testimony of Christian values.
7. To promote, protect and develop the profession of social worker and professional help to people.
8. Promote and implement concrete actions that attract national and international functions of the Social Services in its typically smaller Christian (Protection of persons and populations most vulnerable, facilitating inclusion, fight against exclusion and inequality, cooperation with individuals, families, groups and communities to improve their living conditions, promote social and political action protection and promotion of human rights, in particular the right to life).
9. Represent instances that call for social action, especially among the international bodies.
10. Promote an ecumenical and interreligious dialogue on the aims of the Social Services.
These aims can be pursued through the following modes of action:
a) represents a meeting point and exchange between institutions, associations, movements and training centers:
- promote conferences, seminars, study and scientific research on the ethical foundations of Social Service (dignity, freedom, equality, solidarity, participation, autonomy, social Community) and of Christian anthropology (with particular reference to the biblical and theological anthropology);
- promoting publications
- contribute to the scientific debate;
- renew educational practices and psycho-social.
b) To promote training in the social and social welfare institutions in countries where lack of social services.
c) activities and maintain an ongoing dialogue with the international organizations working in the field.
d) Act as a Non Governmental Organization to promote concrete actions to help, through established international relations.
e) Disseminate appropriate means with all information and documentation relevant to the purposes dell'UCISS.
f) To promote the study and knowledge of Madeleine Delbrêl and other professionals who have offered an effective witness of Christian life in the form of Social Service.
TITLE II
STRUCTURE DELL'UCISS
4 - MEMBERS
Nell'UCISS are active members, honorary members and associates. The regular members may be individuals or collective members.

- associations oriented to social action;

Honorary members are appointed by the General Assembly.
Membership shall be lost:

5 - Rights and duties of members

6 - Ecclesiastical Advisor

TITLE III ORGANS
DELL'UCISS
7 - The bodies of the organs
UCISS:
a) The General Assembly;
b) The General Council;
c) The Executive Committee;
d) The Auditor.
8 - The General Assembly
8.1 Composition The General Assembly consists of:
- the collective members who have three representatives with the right to voto attivo e passivo;

8.2 Convocazione
L’Assemblea Generale si riunisce almeno una volta l’anno.

L’Assemblea Generale è convocata e diretta dal Presidente o, in caso di impedimento, dal Vice-Presidente.

8.4

Le decisioni concernenti argomenti che non figurano all’ordine del giorno possono essere prese se almeno sono presenti i 3/4 dei soci e con l’accordo di 2/3 soci presenti, aventi diritto di voto.
Art. 9 - Il Consiglio Generale
9.1 Composizione
Il Consiglio Generale è costituita da dodici membri eletti dall’Assemblea Generale. La composizione del Consiglio dovrà rappresentare i differenti Continenti, Nell'UCISS these countries and languages. At least one member must be Italian.

9.2 The General Council directs and coordinates all activities and organs dell'UCISS. It deals especially with the following topics:
a) Admission of members;
b) Exclusion of members;
c) Proposal of rules of procedure to be submitted to;
d) Establishment of committees to study specific problems, with the appointment of members, its tasks and working methods of the General Council which is responsible;
e) Preparation for meetings of the General Assembly
f) Designation of delegates dell'UCISS international bodies;

9.3 The General Council may act if there is more than half of its members.
10 - The Executive Committee
10.1 Composition The Executive Committee is composto dal Presidente, dal Vice – Presidente, dal Segretario e dal Tesoriere. Può avvalersi di collaboratori permanenti, con voto consultivo, per l’esecuzione di decisioni e affari di ordinaria amministrazione. In caso di impedimento del Presidente, o, in sua assenza, ne fa le veci il Vice - Presidente.
10.2 Competenze
Il Comitato Esecutivo provvede alla gestione economica e amministrativa dell’Associazione. Esegue o vigila sull’esecuzione delle decisioni dell’Assemblea Generale e del Consiglio Generale.
Inoltre, adotta altresì tutte le decisioni che non sono di competenza degli altri organi dell’UCISS. Il Comitato nomina, se necessario, collaboratori permanenti e fissa il capitolato specifications.

11 - The President and the Secretary
The President is the legal representative of the Association.

12 - The Auditor
The General Assembly shall elect one auditor and one alternate. The Assembly may entrust the audit to an outside agency chosen by the Assembly.
The Office of the Auditor is four years.
The Auditor will prepare a written report to be submitted to the General Assembly.
REVENUE TITLE IV - MANAGEMENT OF REVENUE AND LIABILITY '
13 - Revenue Revenue
dell'UCISS comprises:
a) the quotas of members;
b) by contributions from the institutions and public and private organizations;
c) from various donations and gifts;
d) from testamentary bequests and legacies;

14 - Management of revenue and responsibility

TITLE V
FINAL PROVISIONS Article 15 - Amendments to the Statute dell'UCISS
The amendments to the Statute, approved by the General Assembly must be submitted to the Pontifical Council for the Laity for approval.
16 - Dissolution The dissolution dell'UCISS
dell'UCISS requires approval by a majority of two thirds of all shareholders entitled to vote.
The General Council will inform the Pontifical Council for the Laity on the opening of the General Assembly having as its object the dissolution of the Association.
In case of dissolution, the last General Assembly attaches dell'UCISS goods to an international association which pursues a similar aim and decide on the retention of documents.
17 - Regulation dell'UCISS
The provisions of this Statute shall be supplemented by the Regulations dell'UCISS.
The regulations are proposed to the General Council and approved by the General Assembly.
