PREMESSA
L’Unione Cattolica Internazionale di Servizio Sociale (UCISS) was originally founded in Milan in 1925 and established its headquarters in Brussels, where he found support also in funding for international organizations for scientific purposes, under Belgian law. It was eventually dissolved in 1998. In the first decade of its development was very fast and has fostered the creation of numerous schools of social work, especially in Latin America. After World War II action dell'UCISS has spread to Asia and Africa, consolidating its presence in sixty countries, through a complex organization of National Commissions and Regional Offices for each continent. Era presente nel mondo intero, tanto che il Pontefice Paolo VI, in occasione dell’udienza concessa ai membri dell’UCISS, poteva dire: “L’UCISS est aujourd’hui, peut-on dire, présente dans le monde entier, tant par ses écoles de Service Social - plus de cent soixante!- que par les nombreux assistants sociaux et assistantes sociales qu’elle forme et auxquels elle apprend à s’inspirer de l’Evangile dans leurs activités. Article 1 - Name
The UCISS - INTERNATIONAL UNION OF CATHOLIC SOCIAL SERVICES - MADELEINE DELBREL, is a private international association of faithful governed by the rules Code of Canon Law (Cann 298-311 and 321-329) and in the present Charter.
The Association is committed to working regularly with the Secretary of State regarding the presence and activity in international organizations, is subject to the supervision of the Pontifical Council for the Laity (cf. CIC can. 305.1) e intrattiene contatti regolari con il Pontificio Consiglio Cor Unum, Dicastero della Santa Sede per la promozione umana e cristiana.
L’UCISS intende riprendere gli scopi e le attività della Unione Cattolica Internazionale di Servizio Sociale fondata nel 1925 e cessata nel 1998, attualizzandole alla luce delle normative vigenti e all’evoluzione socio-culturale delle professioni sociali ed in particolare della professione dell’Assistente Sociale.
L’UCISS viene intitolata all’Assistente Sociale Madeleine Delbrêl, per il carattere eccezionale del suo impegno e della sua testimonianza cristiana . Pertanto, la denominazione dell’Associazione è "UCISS - UNIONE CATTOLICA INTERNAZIONALE DI SERVIZIO SOCIALE - MADELEINE DELBREL "to be used in abbreviated form as" UCISS - International Catholic Union of Social Services "or just" UCISS.

3 - Purpose and mode of action
UCISS The aims of:
1. To promote and spread the Christian sense Social Services in the light of the social teachings of the Church and her Magisterium.
2. collaborates in the training of Christian social workers and others because its members participate in the mission of the Church with their specific contribution.
3. To promote the Christian witness of social workers in their places of study and work.
4. To undertake all the studies and research on doctrinal issues, scientific and professional in the social services and social welfare.
5. Support all the development efforts of all institutions whose goal is social action, especially the educational institutions of social workers.
6. Be a place for the development of anthropological and ethical standards of excellence for social action, as well as exchange between the institutions and people working in various fields of social services with particular reference to witness to Christian values.
7. To promote, protect and develop the profession of social worker and professional help to people.
8. Promote and implement concrete actions that attract national and international functions of the Social Services in its typically smaller Christian (protection of persons and populations most vulnerable, facilitating inclusion, fight against exclusion and inequality; cooperation with the people, families, groups and communities to improve their living conditions, promote social actions and policies for protecting and promoting human rights, in particular the right to life).
9. Representing instances that call for social action, especially among the international bodies.
10. Promote an ecumenical and interreligious dialogue on the aims of the Social Services.
These aims can be pursued through the following modes of action:
a) represents a point of encounter and exchange between institutions, associations, movements and training centers:
- promote conferences, seminars, study days and research scientific knowledge on the ethical foundations of Social Service (dignity, freedom, equality, solidarity, participation, social autonomy of the Community) and of Christian anthropology (with particular reference biblical and theological anthropology);
- promoting publications
- contribute to the scientific debate;
- renew educational practices and psycho-social.
b) To promote training in the social and social welfare institutions in countries where lack of social services.
c) Activate and maintain a constant dialogue with the international organizations working in the field.
d) Act as a Non Governmental Organization to promote concrete actions to help, through established international relations.
e) Disseminate appropriate means with all information and documentation relevant to the purposes dell'UCISS.
f) To promote the study and knowledge of Madeleine Delbrêl and other professionals who have offered an effective witness of Christian life in the form of Social Service.
TITLE II
STRUCTURE DELL'UCISS
4 - MEMBERS
Nell'UCISS are active members, honorary members and associates. The ordinary members may be individuals or collective members.

Honorary members are appointed by the General.
Membership shall be lost:

5 - Rights and duties of members

I soci effettivi hanno il diritto e il dovere di partecipare alle sedute dell’Assemblea Generale dell’Associazione e di essere disposti ad essere annoverati tra i candidati alle diverse responsabilità direttive dell’associazione (Consiglio Generale, Presidenza, Comitato Esecutivo, Revisori …). E’ auspicabile che i soci aderenti partecipino alle Assemblee Generali, although without voting rights.
6 - Ecclesiastical Advisor

TITLE III ORGANS
DELL'UCISS
7 - The bodies of the organs
UCISS:
a) The General Assembly;
b) The General Council;
c) The Executive Committee;
d) The Auditor.
8 - The General Assembly
8.1 Composition The General Assembly consists of:
- the collective members who have three representatives with the right to vote and stand;
- the actual individual members with right to vote and stand;
- members only individual members with the right to intervene.
8.2 Convening the General Assembly shall meet at least once a year.

g) Nomina dei soci onorari;
h) Approvazione del programma delle attività;
i) Decisione sui ricorsi avverso le esclusione dei membri;
j) Approvazione dei regolamenti;
k) Revisione dello Statuto;
l) Trattazione di domande/istanze presentate dal Consiglio Generale;
m) Decisione concernente lo scioglimento dell’UCISS.
8.4 Decisioni
Le decisioni sono prese a maggioranza assoluta. In caso di parità dei voti prevale il voto del Presidente. Tuttavia, per la revisione dello Statuto dell’UCISS, è richiesta la maggioranza dei 2/3 dei membri presenti. Per lo scioglimento dell’UCISS è richiesta la maggioranza dei 2/3 di tutti i membri aventi diritto di voto.
Le elezioni e i voti si effettuano per alzata di mano; con voto segreto se richiesto da un solo socio; i voti si possono manifestare per iscritto.
Le decisioni concernenti argomenti che non figurano all’ordine del giorno possono essere prese se almeno sono presenti the 3 / 4 of members and with the agreement of 2 / 3 members present and entitled to vote.
9 - The General Council

9.2 The General Council directs and coordinates all activities and organs dell'UCISS. It deals especially with the following topics:
a) Admission of members;
b) Exclusion of members;
c) Proposal for submission to internal regulations;
d) Establishment of committees to study specific problems, with the appointment of members, its tasks and methods of operation which the General Council is responsible;
e) Preparation for meetings of the General Assembly

9.3 The General Council may act if there is more than half of its members.
10 - The Executive Committee
10.1 Composition The Executive Committee comprises the Chairman, Vice - President, Secretary and Treasurer. Can make use of permanent staff in an advisory capacity for the implementation of decisions and current business. 11 - The President and the Secretary
The President is the legal representative of the Association.

The Secretary is interested in trading the Association and shall implement the measures decided upon following the instructions of the President.
The Treasurer collects dues, and care also promotes research and the acceptance of contributions over the entire economic management of the Association.
12 - The Auditor
The General Assembly shall elect one auditor and one alternate. The Assembly may entrust the audit to an outside agency chosen by the Assembly.
The Office of the Auditor is four years.
The Auditor will prepare a written report to be submitted to the General Assembly.
REVENUE TITLE IV - MANAGEMENT OF REVENUE AND LIABILITY '
13 - Revenue Revenue

a) the quotas of members;
b) by contributions from the institutions and public and private organizations;
c) donations and various gifts;
d) from testamentary bequests and legacies;

14 - Management of revenue and responsibility

Il rappresentante legale dell’UCISS è il Presidente.
TITOLO V
NORME FINALI
Art. 15 – Modifiche dello Statuto dell’UCISS
Le modifiche allo Statuto, approvate dall’Assemblea Generale, devono essere sottoposte al Pontificio Consiglio per i Laici per l’approvazione.
Art. 16 – Scioglimento dell’UCISS
Lo scioglimento dell’UCISS richiede l’approvazione della maggioranza di 2/3 di tutti i soci aventi diritto di voto.
Il Consiglio Generale informerà il Pontificio Consiglio per i Laici dell’indizione dell’Assemblea Generale avente per oggetto lo scioglimento dell’Associazione.
In caso di scioglimento, l’ultima Assemblea Generale attribuisce i beni dell’UCISS ad un’Associazione Internazionale che persegue scopi analoghi e decide sulla conservazione degli atti.
Art. 17 – Regolamento dell’UCISS
Le disposizioni contenute nel presente Statuto sono completate dal Regolamento dell’UCISS.
Il Regolamento è proposto al Consiglio Generale e approvato dall’Assemblea Generale.
