1 - What was the UCISS

The International Catholic Union of Social Service (UCISS) was founded in Milan in 1925, after a conference organized at the Opera Cardinal Ferrari, on the initiative of a group of social workers from Belgium and the accession of a score of Catholic Schools of Social Work of eight European countries and two countries of North America. 5 - Who is Madeleine Delbrêl?


Delbrêl Madeleine, born in Mussidan, in the Dordogne (France) in 1904, after a brilliant youth and avowedly atheistic, twenty years ago experienced a radical conversion and irreversible decision to give themselves to God and to live Gospel in the world in a completely ordinary life, with a few fellow workers and a poor suburb of Paris.

PREMESSA

L’Unione Cattolica Internazionale di Servizio Sociale (UCISS) was originally founded in Milan in 1925 and established its headquarters in Brussels, where he found support also in funding for international organizations for scientific purposes, under Belgian law. I soci effettivi hanno il diritto e il dovere di partecipare alle sedute dell’Assemblea Generale dell’Associazione e di essere disposti ad essere annoverati tra i candidati alle diverse responsabilità direttive dell’associazione (Consiglio Generale, Presidenza, Comitato Esecutivo, Revisori …). E’ auspicabile che i soci aderenti partecipino alle Assemblee Generali, although without voting rights.

8 - The General Assembly


8.1 Composition The General Assembly consists of:

8.2 Convening the General Assembly shall meet at least once a year.

m) Decisione concernente lo scioglimento dell’UCISS.

8.4 Decisioni
Le decisioni sono prese a maggioranza assoluta. In caso di parità dei voti prevale il voto del Presidente. Tuttavia, per la revisione dello Statuto dell’UCISS, è richiesta la maggioranza dei 2/3 dei membri presenti. Per lo scioglimento dell’UCISS è richiesta la maggioranza dei 2/3 di tutti i membri aventi diritto di voto.
Le elezioni e i voti si effettuano per alzata di mano; con voto segreto se richiesto da un solo socio; i voti si possono manifestare per iscritto.

9 - The General Council

13 - Revenue Revenue

dell'UCISS comprises:
a) the quotas of members;
b) by contributions from the institutions and public and private organizations;
c) donations and various gifts;
d) from testamentary bequests and legacies;
s) of funding for specific projects.

14 - Management of revenue and responsibility

dell'UCISS The revenue available to be used in accordance with the purposes dell’Associazione e nel rispetto delle norme regolamentari e fiscali.
Il rappresentante legale dell’UCISS è il Presidente.

NORME FINALI

Art. 15 – Modifiche dello Statuto dell’UCISS

Le modifiche allo Statuto, approvate dall’Assemblea Generale, devono essere sottoposte al Pontificio Consiglio per i Laici per l’approvazione.

Art. 16 – Scioglimento dell’UCISS

Lo scioglimento dell’UCISS richiede l’approvazione della maggioranza di 2/3 di tutti i soci aventi diritto di voto.
Il Consiglio Generale informerà il Pontificio Consiglio per i Laici dell’indizione dell’Assemblea Generale avente per oggetto lo scioglimento dell’Associazione.
In caso di scioglimento, l’ultima Assemblea Generale attribuisce i beni dell’UCISS ad un’Associazione Internazionale che persegue scopi analoghi e decide sulla conservazione degli atti.

Art. 17 – Regolamento dell’UCISS

Le disposizioni contenute nel presente Statuto sono completate dal Regolamento dell’UCISS.
Il Regolamento è proposto al Consiglio Generale e approvato dall’Assemblea Generale.

will be held today, September 30, 2007 at Ivry sur Seine at 10:30 am in the hall of the Parish of Sainte Croix au Port d'Ivry, the General Assembly convened for the ' approval of the new Statute of the International Catholic Union of Social Service - Madeleine Delbrêl and the election of office in compliance with the guidelines of the Pontifical Council for the Laity.
was appointed President of the Chambers. Secretary of King Fernando and Dr. Angela Netti, respectively former president and secretary of the Committee of Wake dell'UCISS.
The President should first read the goodwill message sent to partecipanti all’Assemblea Generale scritto dal Segretario del Pontificium Consilium Pro Laicis Sua Ecellenza Monsignor Josef Clemens, riferisce sulla attività svolta dal Comitato, riporta i contatti con il Pontificium Consilium Pro Laicis e per esso con il Sottosegretario avv. prof. Guzman Carriquiry, e legge altresì la comunicazione del Consiglio Nazionale dell’Ordine degli Assistenti Sociali che si dichiara disponibile a collaborare con la nascente Unione.
Il Presidente dell’Assemblea motiva la decisione di aver intitolato l’UCISS, in questa fase di rilancio, a Madeleine Delbrêl e di aver fissato l’Assemblea Generale a conclusione dei lavori del Convegno Internazionale “Madeleine Delbrêl: Assistante sociale de 1933 à 1946” svolto a Ivry il 28 e 29 settembre 2007.
Il Presidente avv. del Re illustra i punti salienti dello Statuto, già inviato a tutti i componenti del Comitato, facendo presente che la Santa Sede si riserva di apportare le eventuali modifiche che riterrà opportune.
Si apre la discussione.
- Netti Angela, propone di modificare l’art. 12 dello Statuto: L’Assemblea Generale elegge due Revisori dei Conti e un supplente. In: L’Assemblea Generale elegge un Revisore dei Conti e un supplente.
- tutti i partecipanti concordano sull’utilità e opportunità dell’iniziativa ed alcuni si dichiarano disponibili a collaborare attivamente.

Ad esito della discussione the Chairman put to the vote approving the final text of the Statute attached.
present, a unanimous vote, approved the Statute in that text giving expressly and specifically authorized the Chairman to make any changes that the Holy See considers appropriate.
The President, for the election of members of the General Council, reads the first of applications received missing persons and indicates, together with the prof. Francesco Villa, the names of any members present. Then we proceed to the election of the President dell'UCISS, the additional eleven members of the General Council dell'UCISS, the auditor and his deputy.
The President put to the vote the election of the above said charges and are elected by unanimous vote:

The Assembly also appoints and, for what may be, shall appoint clergyman in the person of the Adviser: Prof. Mgr. Fiorenzo Facchini di Bologna (which had declared its willingness in writing), whose appointment is, however, approved by his Ordinary and confirmed by the Pontifical Council for the Laity.
The General Council members present declare that they accept the appointment. The Assembly finally
:

  • refer the matter to the General Council of a regulation;
  • instructs the General Council to prepare a business plan to the Association has recognized by the Holy See;
  • Jesus instructs Mary Dominguez making contacts for the promotion of official activities, with organizations, institutions and individuals from Latin America;
  • for the translation of important documents in English and French.
